Diving in Moalboal

Neither. The school is resident and sits off Panagsama Beach all year, 10 to 30 metres from the shoreline, so divers, snorkellers and freedivers all walk in from the dive shops. Calling it a run is a misnomer carried over from migratory events elsewhere. What does matter is the hour: be in the water before 07:00, because by mid-morning the ball has snorkellers, freedivers and island-hopping boats over it.

Odette hit in December 2021 and removed most of the shallow hard coral across the area. Recovery is where the record splits: operator and directory pages describe healthy coral, while first-hand reports from the same period describe bare rock and coral recruits above 8 metres at Pescador. Only the diver reports are tied to specific dives, so the honest answer is that the deep walls came through well, the shallows did not, and one experienced visitor's estimate of five to ten years before it is decent again is roughly the regional recovery rate. The sardines, the turtles and the fan walls were not affected.

Yes. An Environmental User's Fee ticket costs 100 pesos per person and the municipality enforces a no ticket, no diving policy for divers, snorkellers and island hoppers alike. Dive centres normally buy it for you and add it to the bill. The ordinance says per person per trip and operators quote it per dive, so ask which you are paying. Revenue is split between the municipality, the barangay and the local fisherfolk organisation.

An open-topped chimney in the west wall of Pescador Island. Sources describe it from opposite ends, which makes it sound like two features: entered from the bottom it starts around 28 to 30 metres, and from the top it drops from the exits at 16 to 18. It is one structure with a base near 30 metres and openings that let light shafts down through it. It is an overhead environment on a wall that usually carries a drift, so Advanced Open Water is the practical floor and it is always dived with a guide.

Not reliably, and not the way you can at Malapascua. Between 2009 and 2011, when the baitball was at Pescador, pelagic threshers came up to hunt it in shallow water and divers watched the tail-slap strike. It ended when a school of bigeye trevally learned to wait for the strike and steal the stunned fish. Operator lists still name threshers because the occasional animal does pass Panagsama, but the hunting spectacle was a two-year window at a different site fifteen years ago.

Not in Moalboal. The nearest is the TIEZA facility in Mandaue City, and one local centre's own emergency plan puts it at 82 km and two and a half hours, with other estimates running to four because the drive is governed by Cebu City traffic. Closer medical help is limited to the Moalboal doctor about ten minutes away and hospitals at Badian and Barili. On a coast where the wall drops past 60 metres a few strokes from the beach, insurance with hyperbaric cover is worth treating as part of the kit.

It is, and it carries a fine. Touching any marine life is one of thirteen acts prohibited by the municipal ordinance, with an administrative penalty of not less than 2,500 pesos per person plus the cost of any damage. The rule got national attention in March 2024 when a video of a tourist pushing a green turtle drew millions of views and the municipality put its snorkelling guides through a training programme. Worth knowing too: Moalboal's turtles use the area as a feeding ground rather than a breeding site, and the resident animals are habituated to people.

It is 89 to 90 km, and the time depends entirely on Cebu City traffic: about two hours in the small hours, four or more on a Friday afternoon. The cheap route is an airport shuttle to the South Bus Terminal, a Ceres bus to Moalboal at around 210 to 420 pesos depending on the service, then a motorbike or tricycle down to Panagsama. A private car or Grab runs about 3,000 pesos and three hours. Ferries connect Bohol and Dumaguete for anyone combining destinations.

Panagsama if you are diving. It is the dive strip, walkable end to end in about twenty minutes, and the baitball is at the bottom of it. What it does not have is a beach: it is rocky, and Odette took the sand and several beachfront buildings with it. White Beach at Basdaku, 15 minutes north, has the sand and the swimming, and a commute to the dive shops. Several recent visitors liked the diving and were lukewarm on the town, which is a fair summary of the trade.

Moalboal if you want easy, cheap, walk-in diving with a guaranteed spectacle and no alarm clock. Malapascua if a pelagic shark is the point of the trip and a 04:30 boat is an acceptable price. They sit three to four hours apart on the same island, and divers who have done both tend to advise picking one rather than splitting a short trip across the road transfer. Moalboal also pairs more naturally with Dauin or Bohol than with its Cebu sibling.
